The general assembly (GA) is the highest instance of Ugra. The GA meets once a year and approves and judges the business.

Each member has one voice at the GA meeting. The associated members have several voices depending upon contribution height.

The first GA was held in the year 2007. This function was fulfilled before by a delegate conference.
